In recent years, India's policy on the Middle East has seen a shift in focus away from the Arab nations in favour of closer links with Israel(see JID 4 August 2000). At a time when regional tension remain high and Arab moves to isolate Israel internationally are being stepped up, the growth of strategic ties between the two nations is a cause for grave concern within the Arab world.
Throughout the current intifada, despite tremendous pressures from Arab states, Delhi has preferred to maintain a position of neutrality and is urging both parties to show restraint and return to negotiation table on the basis of the Mitchell proposals. Unlike in the past, when India used to automatically condemn Israel, Delhi's present responses make use of more generalised terms in respect of the 'peace process'. To add to the Palestinians' frustration, Delhi openly lauded Israel's 'restraint' after a Palestinian suicide bomber recently carried out an attack at a Tel Aviv discothèque.
