TEXT: IN 1993, the Police Federation, Superintendents' Association andACPO presented a united and formidable opposition to the spectrethat was the Sheehy report. With the weight of public opinion behindthe police, the government of the day shrank back fromimplementation of the majority of the report's recommendations. I amsure the Home Office was taken aback by this united front and I amconvinced that since then it has formulated a policy of fragmentingthe police service to ensure it never again speaks with one voice.
To illustrate this, I would point to the fact that we now have aservice divided between those who are in receipt of a notinconsiderable rent allowance and those who joined after it wastaken away. No doubt in the very near future, the service will befurther split between those serving under the present pensionarrangements and those joining under less favourable provisions. The'coal face' of the service - those who actually provide the serviceto the public; constables, sergeants and inspectors - is now dividedbetween officers prepared to sponsor additional working hours whererequired and those who have had their overtime bought out and,having their Pds3,500 secure in their back pockets, quiteunderstandably have no wish to actually work longer hours for it.
