Assessment
Although Togo's Navy (Marine du Togo) previously had only two small patrol craft, these boats are reported to be well maintained and have reasonable firepower with short-range missiles and guns. Naval capabilities were increased in January 2010 with the donation of two Defender Class speedboats by the US government, similar to those used by the US Coast Guard. Togo has a very short coastline (56 km) and a small exclusive economic zone (EEZ), so its coastal patrol requirements are probably not beyond its limited capabilities. However, it is obviously very easy for suspect vessels to escape Togolese jurisdiction into the waters of Ghana or Benin. Togo has no maritime disputes with other countries and, apart from piracy, there are no country-specific maritime threats. In 2011 the pirate attacks rose at an alarming rate in the waters of Togo and Benin, and Togo has struggled to deal with the piracy threat due to lack of appropriate vessels. At the beginning of November Togo, Benin and Ghana, including experts from Europe and ECOWAS, held a three-day meeting to discuss possible strategies to deal with piracy in the area. It was reported that a pre-emptive strategy would be the most favoured, however no further details were released at that time.

Assessment
Togo has neither the will nor the capability to carry out amphibious operations; nor is the country equipped to defend itself against such an operation.
