The Libyan Navy possesses two Foxtrot class (Project 641) SS: Al Khyber 315 and Al Hunain 316, the nominally operational survivors of six of the class which were originally transferred from the USSR, the last in April 1982. In late 1995, Israeli sources reported that Libya's submarine force had been effectively decommissioned, with one of its Foxtrot boats abandoned in Lithuania after UN sanctions halted a refit and another sunk in 1993. No routine patrols have been seen since 1984 although both boats have been reported conducting surface patrols. One submarine was reported to be in dry dock at Tripoli during 2003 and Al Khyber is reported to be sea-going, however a return to full operational capability remains unlikely. It has been reported that the two remaining Foxtrot-class vessels are no longer considered to be viable candidates for refitting and may be abandoned entirely in coming years.


There are unconfirmed reports of six two-man Mala-class SDVs, which can carry 249 kg of limpet mines, equipping Libya's naval infantry battalion stationed at Sidi Bilal. Two units were transferred from Yugoslavia in each of the years 1977, 1981 and 1982. However, their operational status is doubtful and all are probably non-operational.
