Recent attacks and/or claims of responsibility
There have been no attacks claimed by the White Legion or Forest Brothers since at least February 2004, when the new Georgian government moved to demobilise and disarm them. However, there has been an undercurrent of low-level violence continuing in the border regions of Abkhazia, especially around Gali, much of which can be attributed to the militia forces on either side of the border.White Legion leader Zurab Samushia spoke publicly in November 2005 of the need to re-establish the guerrilla movement in the Gali district of southeastern Abkhazia to protect the ethnic Georgian population there from a deteriorating security situation. This was in the context of Georgian attempts to secure the withdrawal of the CIS peacekeeping force there. Tbilisi subsequently denied that it supported the restoration of guerrilla activities.
Targets, tactics and methodology
Georgian guerrilla groups have carried out bomb, rocket and sniping attacks against checkpoints of the Abkhaz police/militias and the Russian peacekeepers and ambush their patrols. Bomb attacks have mostly been carried out on infrastructure targets, including pumping stations, power grids, airfields and passenger trains. Polling stations in Abkhazia have also been targeted during local elections. Use of anti-personnel and especially anti-vehicle land mines is common within the Gali Sector. Kidnapping and imprisoning Abkhaz security forces has been a usual tactic. It has been common practice to offer to release enemy soldiers on the condition that the separatists agree to release a similar number of captured White Legion/Forest Brothers members.
